Board Members

President Kevin Morris

Kevin Morris brings a solid background in law enforcement that focuses on the dynamics associated within an academic institution of higher education. He is experienced in handling all types of police related matters, and emergency situations. Kevin has been employed with the Sam Houston State University Police Department for 31 years, beginning as a student assistant and progressing to chief.

VP Dean Swartzlander

Chief Dean Swartzlander aims to strengthen community engagement, particularly with young people, while drawing on his 27-year career in law enforcement. Dean has served with the Bryan PD for 27 years, progressing from patrolman to chief.

VP Billy Couch

Couch is a 23-year veteran of the College Station Police Department and has served as Police Chief since 2020. Chief Couch is a 23-year veteran of the College Station Police Department and has served as assistant chief since 2013 Couch emphasizes community engagement and transparency in policing. He focuses on crime prevention and building trust within the community.

Our History

Founded in 2014, the East Central Texas Police Chiefs provides a forum for law enforcement agencies in Brazos, Grimes, Montgomery, Walker, and Washington counties to discuss shared concerns. We meet quarterly to discuss and network with our agencies. We invite command staff of Federal and State Agencies to attend our meetings.


The East Texas Police Chiefs Association is an affiliate of the Texas Police Chiefs Association. The Texas Police Chiefs Association was founded in 1958 to promote, encourage and advance the professional development of Chiefs of Police and senior police management personnel throughout the State of Texas.


TPCA is a statewide law enforcement administrator’s organization for Texas and, as such, it is concerned on a statewide basis with all issues involving the criminal justice system. We believe that local chiefs of police possess a thorough knowledge of the law enforcement needs within the state.


Through an organization such as TPCA, issues affecting the criminal justice system can be addressed both with local elected officials and the state legislature. Over five decades after its founding, TPCA actively seeks to promote the professional practice of law enforcement administration, to represent the membership and the profession on issues of concern, and to encourage high ethical standards of conduct among law enforcement administrators through its code of ethics.
